Kampala Completes Roadmap Development for E-Government Improvement

The final dissemination seminar for the 2018/19 Knowledge Sharing Program (KSP) on the Enhancement of E-Government Systems in the Greater Kampala Metropolitan Area (GKMA) was held on the 15th of May at the Speke Resort and Conference Center in Kampala. The objective of this meeting was to gather key stakeholders and share findings and recommendations from the consulting team’s research. In attendance was the State Minister for Kampala City and Metropolitan Affairs, Hon. Benny Namugwanya Bugembe, the Deputy Lord Mayor of Kampala, Her Worship Sarah Kanyike, the Executive Director of the Kampala Capital City Authority (KCCA), Andrew M. Kataka, and about 90 other key stakeholders from the KCCA, the Korea EXIM Bank, GKMA districts and municipalities, and local and international organizations.
The Consulting team, comprising policy and technology experts from the Korea Institute for Development Strategy, Seoul Urban Solutions Agency, and VTW, shared their findings and recommendations on legal and institutional issues and on E-Government improvement and implementation. Furthermore, case studies were presented on the development experience of Seoul, and in particular how the city used technology to support innovative public administration and urban solutions. Minister Namugwanya Bugembe closed proceedings by urging all leaders and officers in GKMA districts and municipalities to “start somewhere and start small.” She emphasized that everyone has a responsibility to contribute to the improvement of service delivery to citizens and committed to overseeing the formation of a GKMA E-Government Steering Committee in the following two weeks. Although this was the official end of the project, efforts to design and fund projects recommended by the report will continue as Korea continues its commitment to the development of Kampala and Uganda.
